The Center for Education in Law and Democracy (CELD) works with state programs that receive Youth for Justice grants in developing performance measures and collecting data on their projects. CELD also collects and disseminates information on LRE research and resources and offers technical assistance to encourage best practices in the LRE field. Core Performance Standards. This manual presents minimum expectations for good practice for organizations involved in the planning, coordination, delivery, and evaluation of OJJDP-sponsored training and technical assistance activities.
